Is it a cheating tactic to play such a boring game that you make the other person want to quit? not trying for checkmates, every move erroneous and doing nothing. Some players just do the best part of nothing and waste all their time whilst I'm only 10 seconds in. it gets really really boring playing people like this.

You might be mistaking building a strong position slowly and steadily for boring play. To improve you'll need to accept that this is the best way to play. Attacking early only works if your opponent makes mistakes which you're able to identify and exploit to your advantage. As rating increases the likelihood of this happening diminishes.
