No. Whisper, write "Draw?" on your notation, or don't ask at all. Its really obnoxious when someone asks repeatedly.

Yes, you offer verbally.
First make your move on the board, then verbally offer a draw, then press the clock. The word(s) must be spoken after you have moved but while YOUR clock is running. The opponent can think it over, and can decline either verbally, or silently by making a move on the board. If your draw offer is refused, it is considered bad form to offer another draw any time soon after that. Repeated draw offers (eg: every move, or every few moves) can be ruled as harassment by the Arbiter, and can lead to a loss by forfeit.

How does one go about offering a draw OTB? In causual games, it's okay to just ask. But in a formal setting, is it ok to break the silence by asking?
