So I was playing a blitz with this person and I got defeated and i asked for a rematch 2 times but He declined.

If you want people to accept rematches, you have to learn to play a better game.

Your game was essentially over after only a few moves.

You were down a queen with a shattered king position after only 11 moves.

If you take some of the lessons on how to open a chess game and keep your king safe, you will find more people accepting your rematches.

I play blitz rare actually, And rapid More My higest rapid rating was 650 now it's 475. Because I stopped playing chess for 5 months.

The opponent can still offer you a rematch, even if you have chat disabled, so I dont know why that matters.

Offering a rematch is just that, an offer. Nothing more, nothing less. You can accept, but you dont have to. You dont even have to give a reason why you dont want a rematch or anything.
