No this should not be a draw. Rook and King should mate without problems.

Two months ago I did some basic endgames with my kids (2 Rook, 1 Rook, 1 Queen and 1 Queen 1 Bishop) and I am surprised how useful that was for myself.
The endgames appeared a few times in games under huge time pressure and I won confidently.

No it’s a draw
Stale mate is only when the other king can’t move
It is still a draw but it is not stalemate
