Can ANYONE reach say 2000


If you mean "can" in the strictest sense of the word, I'd say yes, barring genuine cognitive issues which would make it unreasonable. But for one person it might take 5 hours a day of study and play for 5 years, for someone else it might take 1 hour a day for 2 years, it's going to vary wildly.
I did see one idea which apparently works as a general rule for players 2,000 or over, which is that your rating ceiling is 2000 plus 10 x (your IQ-100). For example, if your IQ is 130, your ceiling might be 2000 plus 10x30, which is 2300. But I think their sample sizes were small, and it's only a generalisation, there will still be outliers.
Hard cap, my rating ceiling is 100% not 2600.

I think I posted a debate topic on this once. At the moment, my opinion is no. Not everyone Can and will reach 2000.
Some people are simply allergic to the amount of hard work it takes to progress in this game. Some just have really bad habits that they can't overcome and some simply lack the skills that are required for progress in a game like chess.
I would say that many people can reach 2000. But not Everybody. And this coming from a lowly 1400 rated player. This is but my humble opinion and I am receptive to the idea that I could be wrong. Hopeful even.
I know i'd love to hit 2000 one day. But I've also come to accept that it's likely going to be many long years of hard work and study. I simply do not possess a natural aptitude for this game and so I'll have to work a lot harder. Some people shoot right up to 1600, 1700 without much effort. The ceiling is much lower for most though.
I'm a kind of a natural pessimist so, feel free to disregard my opinion.

I don't think it's all about natural aptitude at all; a lot of other factors go into a person's performance, and they shouldn't at all be discounted. For you, I think you're fine on the aptitude front
I haven't hit 2000, (my blitz rating is with 5 games) so I don't have a meaningful comment on the OP but thought I'd just mention.
yes I'm still here after so many years. I still haven't worked on chess (I only play for fun, and I keep playing the same blunders in the same openings and wonder what should be my plan in positions I had dozens of times) but I did reach 2000 in rapid indeed, so it seems like it is possible

No. Not everybody, in fact, not the vast majority of people can reach 2000. In most chess leagues, there are only a few players over 2000 (FIDE).
I would say that the highest grade that pretty much everyone can achieve with enough dedication is more like 1400 but don't worry - two 1400 players can get as much enjoyment playing one another as two 2400 players. People get WAY too bothered about rating.

There's about 25,000 accounts on this site with a rating of 2000+. That's a tiny fraction of the global population. About 1 for every 320,000 people.
There are many reasons why the vast majority of people will never reach that rating. You'll only discover your own reasons by trying.

I have played chess for 2 years on and off as a hobby and will reach 2000 very shortly. My peak was 1981. You pointing out my rating helps my point rather than hinders it

Im 71 currently, Im a war veteran, and I started at 69 years old and am basically 2000 and will get it shortly.
