Yes, provided you count your fifth birthday as your first day where you get a proven grandmaster trainer retained as your coach and then don't count any more days until the 29 days prior to you getting your grandmaster title at the age of 29.

That is a tight schedule so maybe not in the next 30 days but in some specific 30 days perhaps. The task before you is to gain entry into at least 3 tournaments; earn a GM norm in each and get FIDE to announce your title by the end of the month.
If you have enough money. You could arrange tounaments for yourself and lay out lavish appearance fees to invite top GMs to compete against you. Then you get FIDE to sanction these private tounaments. With enough money you could probably do that too. Now the hard part, get the norms. Remember though, the more you pay in appearance fees the less likely a GM can be bribed to take a dive. If you pay him enough upfront, he won't need your money when you go to rig the game. Then lastly, make sure the results get to FIDE in time.

Of course you can. May I suggest you keep training after that so you can beat Houdini 4 consistently? You will become the Great Grand Master!

It does not matter how much you study. ELO points are gained by playing rated games. You cannot even earn a National master's title in 30 days from 1423 elo by playing and winning everyday's rated game.

even if you were a greater prodigy than carlsen i doubt you will be able to get the 3 norms in 30 days
