Everyone starts at 1200. So we need to inflate everyones rating until some of them have elo of zero and others have elo 2400. Then we bump them up to 3000, etc.

Of course. Which has nothing to do with the math of calculating ratings.

Even more practically, there would have to be a wide enough disparity between beginner and perfect play. Chess.com's Ozzie did a rough calculation for maximum rating (using rate of increase in draw % vs increase in rating) a few years ago and got a bit over 5000 IIRC.

Even if it is theoretically possible, it's highly improbable considering the smallest rating increment you can gain on this site is +1 ELO. In addition, that is only if Hikaru wins EVERY single game he plays for about 900 more games. He's not invincible, certainly illustrated by at least one of his games today (he dropped below 3100 at one point and then brought it back up to 3100).

the rating is a 600 point cutoff. So, if a 2700 beat a 2300 to pulp and then he was 2800 to 2200, et al. So yeah.
