It's a study by the Austrian composer Guenther Ammann. I solved it with some difficulty- the idea is rather obvious, but there are a few subtle details. Just a hint about a point, which experienced solvers see on the fly: Why white has double pawns on the a-file?

I think white is going for stalemate, if he wants to draw. 

f5 Ke7 f6 Kxf6 e5 to stalemate the pawns.

Another thing to notice is that every move needs to be a check.
