just asking can you beat one after 4 years of chess or not and the legend has not got even i little better what i mean is I LEGEND IN LEGEND CLASS

you mean legends league?

if so then yes, the league you are in has got nothing to do with your elo, just depends on how many games you have played.

even 100 elo players can reach legends league

"Legend" on chess.com mostly means "plays a lot". It doesn't necessarily mean "very good".

Also, 4 years of chess is quite a lot. A player with 4 years of experience can be rated 400 or 2000. It depends mostly on the amount of effort put into chess in those 4 years.
