The theoretical maximum is 64 - 7 - 7 - 7 - 6 - 6 - 1 = 30.

If other pieces are allowed, then the maximum is significantly greater (58). This position is in fact stalemate for White.

I am playing as White. I put 9 queens on the board (the original poster didn't specify which colour queens) without stalemating my opponent.
