I understand not wanting to rematch, but what I really don't get is when I win a match, they offer a rematch, then if I lose I offer a rematch but they decline? Please someone explain why this happens far more often than not

Wanting to play different people, losing once - probably don’t want to lose twice.

It’s all to do with rating pretty much

If the same person does both the things you described that sounds like someone with an incredibly fragile ego. I don't rematch often because I want to see the game review and analyse the game, which is my main reason for not accepting a rematch and I'm sure others do the same.
