Caps is the currency used in Fallout 
well i always am skeptical about online cheat detection techs. One can play a randomly perfect move way above his level.. a few dubious move shouldnt mean he is cheating.. maybe he is a prodigy on his way of mastery.. you never know

Danny Rensch explains CAPS / accuracy score is not a cheating detection tool.
He says that the cheating detection team doesn't use it for that. You shouldn't either.
It's superficial analysis. He recognizes that.
Mostly just a tool to help people who don't understand ratings.
