Certain rating

Isn't it easier to achieve a certain rating (2000) for example, in the USCF than than the same FIDE rating? Isn't it two different rating systems?

Supposedly an identical rating in the USCF is easier than in FIDE... but I know multiple local players whose FIDE rating is as much as 100 points higher than their USCF.  So I really don't know...

All local country ratings are separate from FIDE ratings.

Certain tournaments will be FIDE rated while others will only be nationally rated, hence the gap between Players' FIDE and local ratings. All tournaments will be nationally rated.

For example a player may play well in a tournament that is FIDE rated,this would increase their FIDE and national ratings. Then the next tournament they play poorly and it isn't FIDE rated, their national rating will drop while their FIDE rating will remain unchanged.
