Try the "Report" button. It looks like an exclamation.

Go to the suspected cheater's page. On the very far right, you will see an icon with an exclamation mark. After you click on it, it will prompt you to explain why you are reporting them. You will see an option that says "Cheating". Click on it, and then finish by pressing "Report".

I think its OK to ask how to report suspected cheaters. It's accusations and naming that riles up the Mods.
