I have read the rules. It may be my mistake, but I can't find anything about this matter.

It's in the Cheating discussion club, which accepts anyone who's been here for more than a month, and is the place to discuss what cheating might actually look like.
It is not the place to accuse specific people of cheating, although you can PM people to help you understand whether someone might be using engine assistance; the public forums are not the place to discuss cheating at all - see Discussions about cheating

Some players here at chess.com are cheating. They disconnect during the game. The clock stops. After a while they connect again and make their move. That means they get extra time, which is essentially.
Any advice how to stop this misbehavior?
