Cheating detection with a cheating bots

I haven’t found anything about this idea. So I just wanted to hear your opinions.

In order to reliably catch online cheaters chess.com or/and other platforms could have their
engine bots which would appear every n games and which would look like a real players. No humans could beat these bots and if they do, they are definitely cheating. Bots could be further tuned to be less suspicious and just above human level and well under top engine level.

Points lost in these would be returned after few days.

I assume something similar could be done in OTB events. When one control player would be allowed to use engine. So if anyone beats him is a cheater.

Could this work to end cheating in online chess? Do you see any counter strategy?
