My mom plays way worse when tipsy. Then again, I've met people who have said that shots help calm nerves.

I think that it's against the rules of FIDE having a beer (or ten) before a game would be forbidden. It's considered as doping.
Do you really think that beer could improve your gameplay ? Do you play better when you drink ? Do you consider chess and beer to be a good mix ?
For me it's clear : NO
But if my opponent wants to have a couple of buds before the game, I see no problem. Be my guest :-)
