For example, I am trying to specify the rating range of people that accept my open challenge. I choose - SETTINGS, "ALLOW CHALLENGES FROM OPPONENTS" and I choose a rating range of 1350 - 1600. Then I click challenge to invite a players and I continually get opponents rated much lower than 1350. Is this a bug in the software or am I doing something wrong?

That said, I'm pretty sure that setting is only for people directly sending you challenges, assuming you allow people to directly challenge you.
When you create a challenge, the system will use the the default values of +/- 200 of your current rating. That is actually what it shows.

I also recall a discussion where erik mentioned that setting and the implication was that was the way it was going to be.

Wow if this is true that's a horrible option take away from V2. If I can't control the ratings of who accepts my challenges, then I am forced to ABORT all the challenges from players who have ratings that don't fall in my preferred range.
NICE JOB ERIC! I waste time and the players who accept my -200 to +200 challenges have their games aborted. PATHETIC.
@Martin_Stahl - By the way, when I create a challenge there isn't a rated box below "type" as in your screen shot above. I can't figure out how to add.
That is really weird. Maybe log out, clear your cache and try again.
The rationale for the fixed range is so that people aren't always playing up. That is, sending out seeks and only letting higher rated people pick them up. If everyone did that, no one would get games.
The abort issue gets handled by the fair-play system. Too many and all you can do is resign.
The site may revisit the range option, but I don't know.
