Okay, for noobs "Telegram" is a messenger service that you use your phone number to make a account with, and that number is public to all you talk to. So he's effectively phishing.

Well for me it is way better than whatsapp 

İt's been long time since he posted it, however I realized that I had to reply @Lorgish on behalf of @cagridemirdelen . He would create a WhatsApp group if he had intention of phishing. Unlike @Lorgish said, your phone number is not public to anyone in telegram. İt would be better if one didn't talk about the things he didn't know.
