Chess masters would 99% beat someone who must learned the moves but if it was luck based it would have to be like randomly choosing a piece and where they move

players with more skill win more often. it would have to be randomized in some way for it to be close to 50/50 but there is no randomization just skill

A game is always won by the player who has the most luck.

Chess, the game itself, is not luck based. It's skill based. Build up ideas, learn, etc, and you'll improve. Improvement comes from gaining skill, and gaining skill comes through learning.
