The way to gain rating points is to take a couple of years off, so that your Glicko RD rises up over 200, then play against a higher-rated player and sweep them 2-0. I gained +162 points in two games by doing that.

On the idea that you cannot win against higher rated opponents, OTB I was about a 1467 and I drew a 1815. About a month later, still a mid 1400, I beat a 1600 and drew a 2080. I have friends who have done similar. It is not impossible in the slightest to upset like this. Some tournaments even have awards for the largest upset. So it is actually just an opportunity for an underrated player to get their rating around where it should be. And worst case scenario, they lose the game, lose 5-10 points, and get a great game to analyze out of the deal.

Actually your chances of beating someone 200 points higher than you is not so bad! When playing someone 200 ELO greater you are likely to win 1/4 of the time. Great learning opportunity and you're likely to win fairly regularly. 
I also think it's quite common for people to misjudge their odds of winning when there's a 100 elo difference, the higher-rated player is only likely to win 64% of the time which is pretty much 5/8 games, so you have very good chances.
One thing I like to remember when playing higher or lower-rated players is that they may under or overestimate your ability leading them to play worse and give you an advantage if you have a level head.
