What decides the rating which is added if we win a game in Live Chess ? Because recently when ever I win, it increases at a range of +25. When I first joined chess.com it used to increase by a range of +200.

It is not a matter who decides. This is done computarized, which means you either gain or lose points depending on your opponents' ratings.
When I began playing back in October, I played as unrated and I won about 10 games in a row. My rating went up from zero to 1675. Unfortunately, I got involved in too many games and began to lose pieces left and right, so I decided to quit some tournaments.
My rating then went down about 400 points and is now slowly creeping up, although not as fast as it was the beginning. As an example, if I win a game against someone who is 100 points over my rating, I get about 12 points. If I lose against someone who is about 150 points higher, I only lose a few points (3 or 4). This tells me that eventually you will settle down in your average rating, so whether you win or lose some points, your average will remain about the same. I will recommend something though, don't withdraw from tournaments and think hard before joining one too many.
Are Chess.com ratings equivalent to USCF ratings? After many games, my rating is about 600 points lower on Chess.com than at USCF. I did stop playing for many years.
Also, why is the average blitz rating 1100. I thought that the average player was rated 1500 ( with every 200 points away from this being one class or standard deviation).

No, I don't think so. It is a different system IMO. As for the blitz I think we all start at 1100, but I'm not sure. I don't play blitz so I may be wrong. Look around on the forums that deal directly with ratings.

Ratings in Chess.com doesn't worth as much as the USCF. I'm 1490 in Turn-based games, but only around 900 in USCF

I'm always surprised to see those that say they have a higher rating OTB than here or other chess sites.
Playing correspondence (one or two days to move-maybe more) gives one time to not only think, but, possibly come back to the game with a different perspective. The analyze feature here also helps many of us that aren't so good.

I also play correspondence chess at USFC. There are no chess clubs where I live, so there is no conflict in my ratings...

My rating here is a lot lower than my USCF rating. Is that normal or is it because I'm weaker online than over the board?

Once you get the grip of it, play safe and not too many games, you will probably improve somewhat. But if you really want to improve, chess.com offers lots of videos, teachings, advice, etc., but only to paid members...

To keep playing is not the solution. Try to play an unrated game against someone who is much stronger than you and ask him to help you to see where the errors lies. Is it the opening? (Try Chesstempo.com) to help you get a few good moves in (it is allowed).
Is your problem in the middle game, get a book from Silman (The Amateur's Mind) to help assess positions from a better perspective. Is your problem the end-game, try to exercise positions by purchasing a CD from ChessKingtraining.com.
If you don't have the money, there a lot of free videos (yutube) that can help you (a little bit)...

How many games do you have to play here before your RD starts to level out? By this I mean how many games before you stop getting shart swings in you ratings?

I would say between 25-30 games, but consider that sometimes players either withdraw from tournaments of time out. These would mean loss points too.
If you beat someone one time with a higher rating, and you are losing in points, will your rating get higher?

I don't understand. If you beat someone with higher rating, you get about 10-12 points. At least this is what happened to me, however it all depends on how high your opponent's rating is.
For examples, I lost to someone who was 2100+, I lost no points, but when I lost to a 2000 player, I lost 4 points.
It is kind of confusing, so in my case I just don't worry about it too much.
