Read, read, and read. Back when I was in highschool I was relatively decent - I just wasn't very dedicated - and I found that books on tactics and strategy helped tremendously. Get the most highly recommended books on each phase of the game -- beginning, middle, and end game, and read, read, read. Find another player who is much better than you and play them over and over and over until you want to gouge your eyes out. I had a young friend who became 1500 plus as a fifth grader because he played his dad all the time. You learn more from a loss than you do from a win.
