Hello fellow chess players, as you can see my rating is approx (1250~). The problem is that I've been stuck at the same rating for a very long time now... I've been playing other strategy games as well such as ex . checkers, Snakes and ladders, poker, dice, playmobil, Lego and mouse trap..I even played monopoly the problem is even after all that my strategic thinking isn't any better

Dice games sometimes involve strategy. Checkers, Connect Four, and Tic-tac-toe are pure calculation.

Chess combines both.

I suggest that you work on your calculation to lift yourself above 1250. At that level you are not losing because of defective strategy.

Maybe s/he's learned the difference between tactics and strategy.

A better search for what I was seeking took me to https://www.theguardian.com/science/2013/jul/07/can-science-spot-talent-kaufman instead of this ancient thread that proved not to be about the topic of the title.

But, in answer to the posed and unexplored question in the title, practice is the answer. The OP likely discovered this.
