i have exactly the same problem with chessbase 15 and i had exactly the same problem with cb12 i had before. I changed from a desktop computer that I had to a macbook pro that I installed windows on, now today I have bought a windows laptop and experience exactly the same thing. the computer I have now cost about 3500 usd so it is a great computer I have. I think there should be some specific settings you can do on a laptop to make it work well. what it is I haven't figured it out yet despite a lot of research.

Yeah because it always has to search the whole megabase with 7 million games.
That's why I created a database only with 1.5 million games only from 2300+ players and made this database my reference db. For me it works much faster since then
