From the FAQ:
You can create your own club using this link. or by clicking on the "Create My Own club" link on most group pages.
NOTE: You must be a premium member to create a group. Basic memberships cannot create groups.
So basic members can't create clubs or become a Super Administrator of an existing club - you will need to pay for premium membership if you want to do either of these things.
