Well, remember that Carlsen doesn't have access to an engine. He is playing on his own, and could have evaluated the winning chances as roughly equal with a small edge for black.
So he leverages the small edge to offer a draw and when Caruana accepts Carlsen's losing chances decrease by going into the playoff.
He should have won....
