Commenting on FEN in PGN

I've got a PGN with an FEN line, which sets up the pieces on my board. I have not and do not intend to make any move.

I would like to know if it is possible to comment on the current position without making any moves. 

If it is possible, could someone let me know how I should go about commenting on the piece positions on the board as a whole?

One way it is sometimes done is to make a null move and comment that

Unfortunately there are still a few programs that do not support null moves
