Computer levels on IPhone 7+

So in my free time I've been practicing against the computer to test out new strategies I've been learning, and I've been able to consistently beat a computer level 7. But yet my rapid elo is closer to 1000 than the estimated 1700. Could it have to do that I am on the phone instead of the computer even though the new iPhones have decent processors?
edit: level 7 computers on a desktop are much more consistent but I'm still able to beat them after 1 or 2 tries
