What are the rules with it?  I here people consult opening book while playing them.  Is this not considered cheating?

 I have played many correspondent chess games but never sonsulted opening books ect.  I have treated them worse than blitz.  

I just want to have the rules clarified because I want to play a serious game now.

You can look up any opening lines or collections as you'd like.
You can read up any books you want.
You can review and analyse any game you want as well.

As long as you're the one who makes the move and not some outsider or an engine, it is not considered cheating.
It's actually, in a way, respected, if someone puts the time and effort to research a particular opening, and chooses this or that line based on previous games by old masters and such.

Some officials even say that checking the positions with engines (without it telling you the best moves, used only to assess the positions and realise the advantages) is fine, but I think that's pushing it.

You can also use an analysis board and test out moves on it. 

NOTE - This does NOT mean you can use an engine.

Engine use is not permitted in any form
