No.
could you beat magnus in this scenario
You should realize that Magnus and other SuperGMs can play incredible games of chess with only 1 or 2 minutes on the clock. There are videos of them playing IMs and FMs with 1 minute vs 5 minutes and still winning, and things like that.
If you said 1 minute against maybe 2 or 3 hours then it might be a more interesting comparison depending on what level player Carlsens opponent is. You, for instance, no chance. I think it would be a good battle if it were a class A player. Expert might have to give him 90 seconds. Lower level master maybe 2 minutes, etc. It depends on the level of competition. A B level player giving Magnus 1 minute, I just don't know.
time controls:
your given 2 hours for 40 moves
he is only given 1 hour
after 40 moves, then you get 1 hour and he gets 30 minutes for 20 moves
and then after 60 moves, 1 minute incriments
with these time controls that favor you could you beat him in a classical game
No. Even if you could magically turn off his brain so he could not think on your time. The longer the time control the smaller the advantage of extra time. He'd beat me giving me 1 hour vs 1 min odds and I'm a strong class B player USCF.

On a good day, I can score decently against IMs with me having 5 minutes and them having one so I would think Carlsen would need more than a couple minutes, albeit not much
Meh, I'll spot that phony Carl Magnusen Queen odds, play black, blindfold and still smash him flat in miniature fashion while making a sandwich, booking a flight, paying the electric bill, shaving, and feeding the cat all the while playing a 155 game simul and table tennis with numbchucks. Same with Erronian, but he only gets rook odds. Let's see, yes, ok, antiphlogistine, periosteum, takadiastase, plasmon, ambrosia, threlkeld, and so forth.

You're weak man. That's all you could do?
