Hello to All. I am new and have a 2003 Rule book USCF 5th edition. Is this book still relevant or do I need to purchase a new one? Thank you.

There's a 6th edition out now (2014). There are a number of changes, although I don't know them off the top of my head. I think there's both a paperback version and electronic version.

A few of the major changes include:

Perpetual check is no longer a valid way to draw.

Players cannot agree to a draw before move 30.

Players are not allowed to talk during games.

Players are not allowed to resign during games.

The two players in a game must castle on opposite sides of the board.

Pawns cannot capture.

Players are not allowed to move their bishops on the first move.

All forks, pins, skewers and discovered attacks must be announced, in the same way that checks are announced.

Knights cannot be used to deliver check.

During a game, each player can ask for one takeback, which the opponent must grant.

Before delivering checkmate, players must capture all of the opponent's pieces, otherwise the checkmate is not valid.

Unless you are a TD, you don't really need to buy the rule book. If you are a TD, then you are officially required to have the most up to date version and the published supplement.

I'm not sure I fully agree with this opinion.  No, you're not required to buy the rule book, but if you plan to play OTB tournament chess, you could find yourself at a serious disadvantage if you don't know what's in it.  There are some pretty creative people out there that are not above manipulating the rules in their favor if they can get away with it.

As a TD I will tell you that there is no real need to have the 6th rather than 5th edition as a player.

It certainly can't hurt to get the latest version, but it's not really needed.

Certainly not a "serious disadvantage" or anything of the sort.
