D4 vs C4 !?

Which is better for white? Especially if we are talking about high level of chess

Some people say C4 is not very good because it's way to flexible and gives black to much freedom. Do you agree?

Some people say d4 is better more agressive and doesn't give black to much freedom and pressure the center from the start which is more agressive and limits blacks play.

Some people say C4 is good because of that freedom they can see what black does first and then white can switch to a different style.

So which is better? And what do you think about it?
