Definition of static as oppposed to dynamic

A static weakness is more permanent than a dynamics weakness.
Often times poorly placed pawns can be made static. It's easy to keep them from moving since they have only one square to go to. A poorly placed bad pawn can be ganged up on slowly because it is a static weakness.
Poorly placed pieces, however, is typically a dynamics weakness. A player will quickly remedy poorly placed pieces by moving them to better squares. This kind of weakness must be taken advantage of quickly.
An unsafe king is sometimes a dynamic weakness and sometimes a static weakness. A king in the center before it has castled might be a dynamic weakness because the weakness goes away when the player castles. A king that is stuck in the center (can't castle) might be a permanent, or static weakness because it can never get to safety.
