Correction:
!? does not mean "Strong but maybe questionable move". !? means "Interesting Move". The assessment is typically either unclear, or perhaps leads to a slight advantage, but there's plenty of room for possible improvement, especially by the opposing side.
Here's a rundown of them all:
!! - Excellent Move
! - Good Move
!? - Interesting Move
?! - Dubious Move
? - Bad Move
?? - Blunder

! - You just woke up...
?? - You wonder why the room looks different...
!! - You realize it's not your room...

The current explanation for the difference between !? and ?! has always rubbed me wrong. To my way of thinking "!?" translates to me as... looks good but maybe not since the ! (positive) precedes the ? (negative). Likewise "?!" translates as... looks bad but maybe not.
It reminds me of the language differences. You know, like Yoda-speak.
