Difference between 1350-1400 and 1600?

This is for slower time controls like rapid or even classical. Not for bullet or blitz.
I want some perspective from people between 1300 and 1400 who have played both people around that rating and had occasional games between someone 1600(round about that). What do you think is the biggest difference between those ratings?  My friend and I were having this debate and he said that 1600s are just 1400s who got a lucky string of victories.  I have not played chess for a long, long time so i have lost track of it a bit. I am coming back to chess again though.

I am not a pro, but I know this much, that in basic it is just that. However I see rarely anyone from 1600 or 1300-1400.

Its mostly about playing better positional chess to create advantages over time
