Different time controls makes it a different game?

I apologize if this topic has already been covered.

 

In tournament play I'm around 1500.  In "long" games online, I'm similarly rated.  When I play 3 minute games my effective rating drops to 1300-1400.  When I play 2 minute games my effective rating is probably between 1150-1200.  When I play 1 minute games I'm probably in the 1000s.  And perhaps obviously, some (but not all) of my losses in short games are due to time trouble instead of worse play.

 

So my first question is:  how does one train oneself to get better (or move more quickly but just as effectively) at 2-minute or 3-minute chess?

 

Something else I noticed was that many of the 1300-rated players playing speed chess would rely on openings that seemed pretty dubious to me.  The queen would come out early.  Positional play was pretty much ignored entirely.  And yet some of these guys have better tactics than players rated more highly that tend to play with longer time controls.  What's more surprising is that I honestly think some of the speed chess players exhibit better positional play than more highly rated counterparts who are used to much longer games.  My second question is:  has anyone else noticed this, and does anyone have any theory as to why the general quality of speed chess players (at least at 1200-1600 levels) often seems superior to similarly rated folks playing longer games?  Is it just because positional play is largely ignored at these levels, and the blitz players more explicitly focus on tactics?
