It is the end of the game, my opponent has had  good connection, but he can't bring himself to resign, so he disconnects.  I gotta wait 3 minutes.

When a person disconnects after having a good connection , it aught to be an automatic loss, plus a good chunk of his rating for being a poor sport.

If they disconnect with three minutes left, they will get a fair play warning. Get a few of those and they get put into "Fair Play Hell", where they can only get matched with other disconnectors.

I think it works pretty well.

Other sites I play on, don't put up with that sort of person.  I just had another one today.  I guess I can take consolation in the odds of ever playing either of these idiots again on chess, com is remote.  Unfortunately they will be become somebody else's problem.

It's their time to do with as they wish. If it's such a problem to you, just go get a cup of tea and a biscuit and sit and laugh at them as you take some nice easy ratings points from them, as thats what people only seem to care about on here these days

Don't assume he did it on purpose. I have lost my internet connection without warning when it was good. I blame my service providers.

Give him the benefit of the doubt and just browse reddit or find some new songs.

Plus he might reconnect if he manages to get a hard restart on his router within the time of his ticking game clock.
