do chess.com punish people for stalling?

I played some 1400 and after he blunders a queen fork and a rook fork right after he tells me i am really good and i say thanks bc i thought it was a compliment and right after he says that i'm cheating, then he blocks and reports me. He then waits 15 minutes until his clock ends.
I reported him for stalling but will chess.com actually do anything about it?
Its kinda funny bc before this game i played a rlly bad game with like 70% accuracy and 5 missed, 2 blunders etc so i dont think ill get banned.
