Do tournaments allow pen and paper for analysis?

I think they can record their moves. But what if someone draws out a tree of candidate moves by both sides going 3 moves deep and then picks a move from the tree? Is that against the rules in OTB tournaments?

Yes. That is against the rules.
You will probably be warned first and then forfeited if you continue.
