Such players exist. They may be oblivious to the fact that you're waiting for them to resign, but they are being good sports, which is admirable.

they're not being good sports if they refuse to either move or resign and instead just let the clock tick down to waste their opponents time. It's clear when they're doing this because they will be in a hopeless position but won't play on or resign. I can't stand those players.
not very sporty (but who cares as chess is no sport at all) but they follow the rules and one has to practice patience

yeah but if it's a 10 minute game and this happens 3 minutes in, you shouldn't have to wait 7 minutes for the clock to tick down until you can start another game. I just think it's rude and unnecessary
Your opponent won't resign and you have to wait for over at least 4 minutes for him to resign.
He/She might tell you good game but still won't resign and will wait for time to run out.
