When they throw in the towel and call a draw because they already know they lost, do you always decline and hand it to them?

Chess is like any other sports, all can be said is that one should have sportsmanspirit howevever nobody ever said to show mercy to the oponent.

To play any game one should have heart and a realization that a game loss is the foundation stone for the next success.

To ask for a draw when you're clearly in a lost position is bad form. You should just resign with dignity, accept it and move on.

I even resign in won positions because I feel so bad for them. But then I follow up with an unfounded cheating accusation, so it balances.

I can't say I ever do that. Sometimes I may if I'm in a better, but still theoretically drawn position (K+P vs K, for instance); but really, as long as it's not an elementary draw, it reflects badly on the person with an advantage. It shows that you are too cowardly/lazy to push for the full point. Especially in a tournament game.
