Let's imagine the following situation. You've got a most likely drawn position but your opponent is low on time. He offers you a draw. Do you carry on or accept the offer? The game was 30|0. My opponent offered me a draw at some point after the knights were exchanged.

Of course not.  Time management is part of the game.  If you want your opponent to take a draw here, don't play games with 0 increment.

I personally would accept the draw. Who cares for a few rating points.

 

Just fyi, in real OTB chess the person losing on time can stop the clock and call an arbiter. If the position "cannot be won by normal means", such as this one going in a K+Q vs K+Q the game would be decleared a draw.
