Nope, if Black's set isn't standard (e.g., not Staunton), and White has a standard Staunton set, White gets to use the Staunton set.
But I have to say, I don't think I've ever seen a non-Staunton set at a USCF tournament.

I will be playing my second over the board tournament in 18 years next Saturday and was wondering if I run into an opponent playing Black and he wishes to use his board would I be required to play with it even if the pieces weren't a Staunton design?
