Drawn by agreement rules?

So just a weird thing in one of the daily tornaments I'm in 6 games in the group have been drawn by agreement after 1 or 2 moves. I was offered a draw in both our games after 1 move by a player and refused because what's the point? Presumably he offered everyone a draw straight away in all games and some accepted, some refused. The draw offering player has a higher rating than those he has drawn with so it's not to scrape rating points. I dont get it. Tournament strategy? Is it ok to do that?

Well the games vs me are continuing anyway so perhaps it was a temporary crisis.

I had someone do that to me today. He was rated over 100 points above me and offered a draw after move 5 in one of our tournament games where I play Black (but not our other game).  I refused.  I would rather lose a tough fight than draw after 5 moves, but even so I should be able to pull off a win if I play my best game. The tournament is a team match, and the opposing team is currently winning, so maybe that has something to do with it.

Yeah team strategy. The other day a guy offered a draw in a probably winning endgame for him with black. He had already beat me with white so he played safe for the team and took his 1.5/.5 win.
