Cut the entry fee down to $400, and refund the balances to the current entrants. That's just a little more than the World Open is asking.

If you are indeed guaranteeing the pot, this can only help. With heavy promotion you might get up to 1500 players, bringing the entry contributions up to $600,000. That's a lot better than the $103,000 you are sitting on now.

A better idea would be to cut the entry fee AND reduce the pot to $500,000. Taking chess "to the next level" means running a profitable tournament, for starters.

Let's see what happens after July 31, when the entry fee jumps, ahem, by 50%.  At that point I think reality will rear its depressingly dependable head.

I suppose the organizers are now acting as the sponsors, and ready to take the financial hit...for what I'm not sure.

That's already been done before and successfully I might add.
