The correct answer to the question posed by the original poster is ,of course, ... 'No'.
However,with all due respect for WGM Pogonina,and for her legitimate attainment of the FIDE title, her statement, as given above, is simply not true.
I am quite certain that she believes it to be true,but that is of no consequence other than the fact that FIDE,if left to its own devices,would have everyone believe that it is true.
In this way,FIDE would effectively usurp not only the authority to use his name,but also the sole authority to use the system of rating chessplayers that rightly bears the name, of Dr. Arpad Elo.

No, elo is a specific rating system, one of several used by various chess bodies. Chess.com uses glicko ratings, a different sytem.

Half true, in fact ELO is a very specific system, governed by rigid rules, and one of at least a few rating systems. The true part is that it is used by many chess bodies.
But before we get off track again, remember that the ELO ratings given by a one horse town club to it's 20 members is in no way comparible to ELO ratings given by FIDE.
