It's a utility that will give all players in a PGN file a rating based on their results of the games in that PGN file.

is it sort of performance rating? I tried 3 games on it.. it gave me 2700 and 2100 to all my opponents.

I usually use the bayeselo program for this kind of stuff, but yeah, it's a relative performance estimator. If you want absolute ratings, you'll need to specify the rating for one of the players, so the program will know how the others stand.
