All depends on who you ask. Some people call it a game, other sports and other people call it art.
If the game is in an official tournament, then tough luck, the person playing in a tournament should know ALL the basic rules of chess: including en passant and castling. There's no excuse for that if you're paying money to play in a tournament and don't know the basic rules of the game.
However if it is a casual game with beginners (and it has happened alot), I let them chose whether or not to take back their previous move. But once I've made the aware of it, then there's no excuse for not seeing it as an option when deciding on their moves going forward.
