It can be a little bit annoying I agree, but just barely because I'm most likely winning. Also, if you're not a personal acquaintance of your opponents, who's to say that there isn't something more important than chess is going on in their lives. But actually I think Wilson is right. Resigning is kind of like letting your timer run out. People make mistakes. Crazy things can happen. That said, I rarely resign until it's just my naked king running around the board.
Ok I have to add one thing to my comment. I was only talking about turn based games. If you're playing live and once you're one move away from obviously being mated, and you let the last 5 minutes of your timer run down before you move, then you're just a jerk and a sore loser.
One out of five people have deep behaverial problems. Or perhaps he has a less than average I.Q. He may get frustrated because he can not compete. So..he slows down the inevitable.
